The Cubs are planning to make an aggressive bid for left-hander Kei Igawa, who is set to be posted by the Hanshin Tigers. This might be a good move, he will be fractions of what Matsuzaka costs and although he's not as good this guy has lead the Japanese league in strikeouts 3 different years and he's a lefty. If he doesn't pan out it doesn't kill you because he won't cost a boatload and he probably has more upside then say a Jeff Suppan or Ted Lilly.
