The Cubs are planning to make an aggressive bid for left-hander Kei Igawa, who is set to be posted by the Hanshin Tigers. This might be a good move, he will be fractions of what Matsuzaka costs and although he's not as good this guy has lead the Japanese league in strikeouts 3 different years and he's a lefty. If he doesn't pan out it doesn't kill you because he won't cost a boatload and he probably has more upside then say a Jeff Suppan or Ted Lilly.

When does the bidding start for him?

I think in the next couple days, his team was mainly waiting for the results on Matsuzaka that way when he is posted all eyes are on him and teams who lost out can focus on him.
